     The festival is organized on four levels. The highest of these includes all the inhabitants of the southern Taibei Basin who are of Anxi origin: everyone in Sanxia township; people living in those parts of Shulin township that are closest to, and formally part of, the economic as well as the ritual hinterland of Sanxia, including all of Shitouxi, Shanzijiao, and Pengcuo; all of Yingge township; and that area known as Zhongzhuang, which is actually located in Taoyuan County, but was settled by residents of the Sanxia and Yingge areas. The ritual center for this level of organization is the Tiong-hok Giam, an imposing temple in the heart of Sanxia town that houses fifty or sixty carved wooden images of the black-faced deity Co-su Kong.
