By using console commands.
ghost - To noclip directly to fountain valve
walk - To walk normally on the floor and interact with the valve.
I haven't checked if you can interact with stuff while using ghost command.
I tried for myself and sure enough.. You can turn on the fountain in the middle of the Town..
