Yeah, but it clearly says that the EU is already created becuase of the austrian customs union

I would like to report a bug: I created EU but thereafter raised tariffs and armed the Schutzbände, after that I went to Breitscheid and looked at the foreign ministry, where I found out I could form the EU, eventhough I created it already.
