前記の課題を解決するため本発明は、孔部を閉塞する閉塞板を外方の一端に有するリンク部材を具備し、同リンク部材の内方の一端と同リンク部材の中間の部分上下2個の平行部材を夫々の一端部にて軸支し、2個の平行部材は他端部にて蓋体に軸支することにより、閉塞板が相対的に外部上方の閉じ位置とそれよりも内部下方の後退位置との間を平行移動可能な平行リンクを形成し、平行リンクに付勢手段を作用させることにより、閉塞板が孔部を閉じる方向へ付勢するという手段を講じたものである。さらに閉塞板が閉じ位置にあるときに蓋受枠側に設けられている相手部と係合し、閉塞板が後退位置にあるときに上記係合が解除されるロック部材を蓋体に軸支するという構成を付加し、なお、またリンク構成部材の移動に連繋させる、という手段を講じることもできる。
