このような問題は、既設の単独処理浄化槽を撤去して新たに合併処理浄化槽を設置することで解決できるが、施工費用が高額となるばかりでなく、多くの単独処理浄化槽がFRP製であることから、不要となった単独処理浄化槽の処分に関しても新たな問題を発生させていた。また、単独処理浄化槽を掘り起こすことなく、埋め殺す場合には、処分に関する問題は発生しないものの、土地の有効活用ができないとする別の問題を発生させている。
