雨水の流出抑制を目的とするためには、地下水位が低い場合は透水性のシートで包み、貯留された雨水を徐々に地下に浸透させ、地下水位が高い場合は地下水が内部に入らないように遮水性のシートで包み雨水を貯留した後、徐々に下水あるいは河川に放流することが行われている。
