しかしながらこのような補強盛土工法の場合の課題は、多数の小型壁面材を人力によって設置するため、施工に手間がかかり、その施工期間が土嚢施工と比較して長期となることである。
したがって、このような壁面材を使用した補強盛土工法を早期の復旧工事に採用することは難しかった。
また、壁面材を所定の高さ毎に設置する必要があるため、降雨などで土工が止まると、壁面材の設置ができなかった。

同じく斜面から適宜間隔離隔して中詰材を詰めた透水性の袋状の拘束体を設置し、
前記控えシート材の端部を、拘束体の下側から暫定盛土構造体の表面側へ廻しかけ、
上側で既存斜面側へ折り返して伸ばし、
前記控えシート材の折り返し部分の上に盛土し、
前記暫定盛土構造体から適宜間隔離隔して補強盛土壁となる壁面材を配置し、
前記控えシート材の折り返し部分を取外して補強盛土壁側へ伸ばし、前記壁面材と連結し、
前記壁面材と暫定盛土構造体との間に盛土する
