(Manufacturing method)
In the oil phase mixture of (1) to (8), (9) to (11) are uniformly dispersed in advance, and the aqueous phase in which (12) to (20) is dissolved and mixed is stirred using a high-speed stirrer. Then, (21) was further added using a high-speed stirrer to obtain the desired foundation.

The powder component not dispersed in water is a hydrophobized powder or a hydrophobic powder, the hydrophilic surfactant has a solubility in water of 5% by mass or more, and the lipophilic nonionic surfactant is water.
