前記第1および第2の信号処理部の前記入力信号選択部、前記映像音声効果部、および前記字幕インサータの各処理後の映像信号を入力し、比較を含めて監視し、現用系の映像信号に異常が発生しているか否かを監視する信号監視部と、
前記第1および第2の信号処理部で信号処理された現用系及び冗長系の放送信号をそれぞれ保持し、前記信号監視部の異常の検出に要する時間に応じて遅延出力する第1および第2のバッファリング部と、
前記信号監視部での現用系の放送信号の異常の検出時には、前記第1のバッファリング部が出力する現用系の放送信号に代えて、前記第2のバッファリング部が出力する冗長系の放送信号を選択して出力する信号切替部と、

a signal switching unit that selects and outputs a redundant system broadcast signal output from the second buffering unit instead of the active system broadcast signal output from the first buffering unit when the signal monitoring unit detects an abnormality in the active system broadcast signal;
