前記第1の蓋組立体と前記第2の蓋組立体は、
一方の前記フランジが入り込む第1のスリットを介して一方の前記フランジの外面側と前記貫通孔との間を覆う第1の外側領域、および一方の前記フランジの内面側を覆う第1の内側領域を備えた第1の蓋部材と、
他方の前記フランジが入り込む第2のスリットを介して他方の前記フランジの外面側と前記貫通孔との間を覆う第2の外側領域、および他方の前記フランジの内面側を覆うとともに第1の内側領域に重なる第2の内側領域を備えた第2の蓋部材と、備え、
