第1実施形態に係る埋設物事業者は、図1に示すように、管理センターSにて、工事事業者が実施する工事の管理を行う構成を採用しており、当該管理センターSは、対話式のWEBアプリケーション機能を含む通信サーバとして構成されており、工事事業者から電気通信回線Nを介して工事予定箇所及び工事予定日時を含む工事情報を受信する通信部S8と、通信部S8を介して受信した工事情報を受け付けて登録する工事情報登録部S1と、埋設物の埋設位置の周囲にて、工事予定日時に対応する工事予定箇所での工事の実施に関する工事関連事象の発生を検出する工事関連事象検出部S2と、工事関連事象に関する工事予定箇所Kと当該工事予定箇所Kの管理及び調整をする工事管理員KKの配置位置との位置関係に基づいて、工事関連事象に関する工事予定箇所Kでの工事の管理及び調整が可能な工事管理員KKを抽出する対応人員抽出部S3とを備え、上述の通信部S8は、対応人員抽出部S3にて抽出された工事管理員KKに対して、工事関連事象の発生を電気通信回線Nを介して通知する。
尚、管理センターSには、各種情報を表示するモニターMが設けられており、埋設物事業者の管理員が、当該モニターMに表示される各種情報を逐次確認可能に構成されている。

また、当該工事管理員KKは、当該第1実施形態においては、図1に示すように、行政区画(図示せず)毎に、複数(当該第1実施形態では、KK1~KK3)が配設されており、場合によっては、車両に乗り移動可能となっている。
