本実施形態の仕切り体2は、図2及び図4に示すように、左右方向へ複数分割されており、仕切り体2の夫々に防水シート収容部3が設けられている。
仕切り体2は、ルーバーフェンスに限らず、隙間20を有する構造のものであればよい。
また、仕切り体2は、複数分割された構成に限らず、仕切り体2の配設範囲に対応して1個とした構成としてもよい。
また、防水シート収容部3は、仕切り体2の1個毎に設けてもよい。

シート巻取り装置31は、防水シート収容部3に2個の仕切り体2に対応するように2個配設されており、それぞれ独立して防水シート4を引き出し・巻き取りできるようになっている。
すなわち、2個の仕切り体2の夫々において、独立して防水シート4を引き出し・巻き取りできるようにしたことで、防水シート4を引き出す際に片手で迅速に行うことができると共に、防水シート4をスムースに巻き取らせることができる。

すなわち、防水シート4の下方への引き出しに伴って、シート巻取り装置31がばねの付勢力に抗して引き出し方向に回転することで、防水シート4の引き出しを可能とし、引き出した防水シート4を上方に上げると、シート巻取り装置31がばねの付勢力で巻き取り方向へ回転することで、防水シート4の自動的な巻き取りを可能としている。
このようなシート巻取り装置31は、洪水時に防水シート4を引き出すだけでなく、防災訓練時やメンテナンス時に防水シート4を引き出したときに、ばねの付勢力で巻き取り方向へ回転して防水シート4を自動的に収容することができる。
