Although administrative procedures are being moved online, much of the paperwork is still done internally by local governments. In the case of the COVID-19 Special Fixed-Amount Payment Grant mentioned above, when online applications were accepted, local government staff first printed out the application details on paper, processed the paperwork based on the printout, and then manually entered the information into the administrative system. As a result, a problem arose in which it took longer for residents who applied online to receive their payments than for those who applied on paper.

Because local governments do not have the internal processes in place to process online applications, simply moving administrative procedures online will not increase resident satisfaction when you consider the time it ultimately takes for residents to receive services.

In addition, because elderly people who are not accustomed to using smartphones and computers have difficulty processing online applications, it is expected that for the time being, even if administrative procedures are moved online, paper and online applications for the same types of administrative procedures will coexist. Even if local governments were able to prepare a process that allows online applications to be processed without having to print them out on paper, if the process for accepting an online application and the process for accepting a paper application coexist, it would be necessary to switch the way administrative procedures are processed depending on whether the application is online or paper, increasing the administrative burden on local government employees. As a result, it will take a long time for residents to receive services, and it is expected that resident satisfaction will not increase.

The present invention seeks to solve the above problems, and aims to provide an application review system, data transmission server, application processing method, and program that can improve the efficiency of local government administrative processing related to applications for administrative procedures in a situation where applications using paper forms and electronic applications coexist.

The application system, data transmission server, application processing method, and program of the present invention can improve the efficiency of administrative processing within local governments related to applications for administrative procedures, particularly administrative processing related to screening, in a situation where applications using paper forms and electronic applications coexist.

The following describes an embodiment of the present invention with reference to the drawings.

Figure 1 shows an example of the configuration of an application system 5 according to an embodiment of the present invention. Application system 5 aims to improve the efficiency of administrative processing in local governments that receive applications in a situation where two methods of applying for administrative procedures coexist: a method in which residents apply using paper forms at a government office counter (paper application) and a method in which residents apply online using a terminal such as a smartphone (electronic application).

The application system 5 has an application reception server 10 with the function of accepting electronic applications for specified administrative procedures from residents, a data transmission server 20 that performs the function of transmitting application data that has been digitized from paper applications for specified administrative procedures to the application reception server 10, and a review system server 41 that acquires application data registered on the application reception server 10 from the application reception server 10 and displays it on a review screen to assist local government employees in reviewing the application contents.

In this embodiment, the Pittari Service Server operated by the Cabinet Office of Japan is used as the application reception server 10, but other servers may also be used.

The application reception server (Pitto Service Server) 10 is connected to a browser terminal 7 such as a resident's smartphone or PC via the Internet.

The local government (government office) is provided with an information processing system 30 for processing paperwork and the like. The local government's information processing system 30 includes an information processing device 31 such as a PC that can communicate with the data transmission server 20 and the review system server 41, and a reading device 32 for optically reading application documents such as paper slips submitted by residents to the government office counter. The review system server 41 may be included in an information processing system 30 for each local government, or may be provided commonly to multiple local governments.

The local government's information processing system 30 further includes an application management server 43 and a core system server 45. The application management server 43 acquires application data from the review system server 41 and manages it. The application data may be registered from the review system server 41 to the core system server 45 via the application management server 43, or may be registered directly from the review system server 41 to the core system server 45.

The basic principle of local government network configuration is three-tier separation, with a highly secure system for administrative tasks using personal numbers (My Number), a general administrative network (LGWAN) connection system, and an Internet connection system. The system for administrative tasks using personal numbers is completely separated from other networks. The general administrative network connection system is a network that connects the internal networks of local government organizations to facilitate information sharing, and is a network exclusively for administrative use that is completely separated from the Internet connection system. The Internet connection system is a network that is connected to the widely open Internet.

Communication between the application reception server 10 and the data transmission server 20, communication between the application reception server 10 and the review system server 41, and communication between the information processing device 31 in each government office and the data transmission server 20 are carried out via the general administrative network (LGWAN). When the review system server 41 is configured to be shared by multiple local governments, the information processing device 31 and application management server 43 of each local government are also connected to the review system server 41 via the general administrative network (LGWAN).

Figure 2 shows the basic configuration of each server 10, 20, 41, 43, and 45 included in the application system 5. The basic configuration of the browser terminal 7 and the information processing device 31 is also the same.

Each server is equipped with a CPU (Central Processing Unit) 51, memory 52, communication unit 53, U/I unit 54, etc. Memory 52 stores program 52a and various data 52b required for executing the program. CPU 51 executes program 52a stored in memory 52. Communication unit 53 communicates with other servers and external devices via the network. U/I unit 54 is composed of a display device that displays various information to the user and an input device that receives various instructions and operations from the user. The server realizes various functions such as providing services by CPU 51 executing program 52a stored in memory 52.

Each server in the application system 5 may be provided independently as a separate piece of hardware, or multiple servers may be provided as so-called virtual servers within a single piece of hardware.

Figure 3 shows the overall flow of application processing in the application system 5. A resident with high IT literacy uses a browser terminal 7 such as a smartphone or PC to access an electronic application portal site (e.g., My Number Portal) on the Internet, and uses an application reception service (e.g., Pittari Service) provided by the application reception server 10 to make an electronic application for a specific administrative procedure in a specific local government (S1).

The application reception server 10 generates application data (hereinafter referred to as electronic application data) corresponding to the electronic application received from the resident, links this to identification information corresponding to a specific administrative procedure in a specific local government, and stores and registers it in an internal memory area (S30). Here, it is assumed that an electronic application has been received for a first administrative procedure in a first local government, and the corresponding identification information is ID=1.

Residents with low IT literacy make paper applications for administrative procedures by visiting the city hall, filling out a paper form with the necessary information, and submitting it at the counter (S2). When applying on paper, the contents of the application may be reviewed on the spot by city hall staff, and if the necessary conditions are met, the application is accepted as having been reviewed at this stage. If the review cannot be completed on the spot, the application is accepted as pending review (S10).

The government employee uses the reading device 32 to scan and read the application documents related to the paper application (S11), and transmits the read data from the information processing device 31 via the network to the data transmission server 20, linking the read data with identification information indicating which administrative procedure (or which administrative procedure of which local government) the read data relates to for the application documents (S12).

The data transmission server 20 performs character recognition processing such as AI-OCR (artificial intelligence-based optical character recognition technology) on the read data received from the information processing device 31 to convert the read data into character data, and generates application data (paper application data) based on the read data (S20).

An information processing device 21 that can be connected to the data transmission server is provided, and an operator (2) capable of operating the data transmission device accesses the data transmission server 20 from the information processing device 21, visually checks the results of character recognition by the data transmission server 20 (the contents of the paper application data) on the display screen of the information processing device 21, and makes any necessary corrections (S13).

In this example, the local government outsources the visual confirmation and correction of the character recognition results (contents of the paper application data) to an external party, and an operator (2) belonging to the outsourced business uses the outsourced business's information processing device 21 to access the data transmission server 20. Note that instead of the operator (2) using the information processing device 21 to perform the visual confirmation and correction, an operator (1) such as an employee of the local government may perform the visual confirmation and correction using the local government's information processing device 31.

The data transmission server 20 transmits the paper application data that has been corrected and confirmed to the application reception server 10 by linking it to the identification information of the administrative procedure related to the paper application (S21). Here, the paper application is related to the first administrative procedure of the first local government, and the corresponding identification information is ID=1'.

The application reception server 10 links the paper application data received from the data transmission server 20 with the identification information (in this example, ID=1') and stores and registers it in an internal memory area (S31).

To transmit paper application data from the data transmission server 20 to the application reception server 10, an API (Application Programming Interface) for electronic applications, etc. provided by the operator of the application reception server 10 is used. By using the API for electronic applications, etc., the data transmission server 20 can transmit paper application data to the application reception server 10 in the same way as when an external portal site for accepting electronic applications transmits electronic application data to the application reception server 10 using the API for electronic applications, etc.

In addition, each local government registers in advance the services to be processed (such as services that accept electronic applications from residents and services that accept paper application data from the data transmission server 20) in the application reception server 10. The application reception server 10 assigns unique identification information to each service during registration and notifies the person requesting registration.

The application reception server 10 internally registers the correspondence between each service and the identification information assigned to it, and the local government's information processing system 30, review system server 41, etc. are able to obtain this information from the application reception server 10.

The data transmission server 20 uses the identification information assigned by the application reception server 10 as identification information to be linked to the paper application data to be transmitted to the application reception server 10. For example, the identification information assigned when a service related to paper application data relating to a first administrative procedure in a first local government is registered in the application reception server 10 is used as identification information to be linked to the paper application data related to the first administrative procedure in the first local government when the paper application data is transmitted to the application reception server 10.

The local government receives and reviews electronic application data relating to electronic applications and paper application data relating to paper applications from the application reception server 10 as follows.

The review system server 41 transmits a request to obtain application data to the application reception server 10 at a predetermined timing (S41). The application reception server 10 does not distinguish between types of procedures, and transmits all application data (paper application data and electronic application data) related to the local government that is registered at the time of receiving the request to the review system server 41, linking them with their respective identification information (S32).

The review system server 41 determines which administrative procedure the application data relates to based on the identification information linked to the application data received from the application reception server 10, displays each application data on the local government's information processing device 31 in a form that indicates the type of procedure, and performs review processing such as having the application data reviewed by local government officials (S42).

For example, a list of types of administrative procedures is displayed, and when an administrative procedure is selected from the list, a list of application data related to the selected type of administrative procedure is displayed, and when a piece of application data is selected from the list, a review screen related to the selected application data (a review screen corresponding to the type of procedure) is displayed.

The local government employee reviews each application data through the review screen displayed on the display device of the information processing device 31 to determine whether or not it meets the requirements of the application (S14).

The screening criteria were established based on the results of surveying the screening criteria of multiple local governments. In other words, by surveying the screening criteria of multiple local governments, essential items and redundant items were identified, and the screening criteria were streamlined and optimized. This allows multiple local governments to use common screening criteria and review applications efficiently and appropriately.

The review system server 41 registers the application data in the core system server 45 (S43). Here, the review system server 41 and the core system server 45 are linked via an API, and the application data is automatically registered in the core system server 45. The review system server 41 may be configured to register the application data in the core system server 45 via the application management server 43, or a local government employee may manually input the application data received from the review system server 41 into the core system server 45.

Figure 4 shows another method in which a local government receives electronic application data related to an electronic application and paper application data related to a paper application from the application reception server 10 and reviews them. In this example, a request to obtain the data is sent with the type of procedure specified by the identification information.

The local government employee accesses a specific site provided by the review system server 41 from the information processing device 31 and instructs the review system server 41 to send a request to the application reception server 10 to obtain application data specifying the identification information of the desired administrative procedure (S14b).

Upon receiving the above instruction, the review system server 41 sends a request to the application reception server 10 to obtain application data including identification information corresponding to the type of administrative procedure specified in the instruction (S41b).

The application reception server 10 transmits the application data stored in association with the identification information included in the received acquisition request to the review system server 41 that made the request (S32b). In this example, when an acquisition request including ID=1 as the identification information is transmitted to the application reception server 10, electronic application data related to the first administrative procedure in the first local government is provided by the application reception server 10, and when an acquisition request including ID=1' as the identification information is transmitted to the application reception server 10, paper application data related to the first administrative procedure in the first local government is provided by the application reception server 10.

The screening system server 41, which receives the application data from the application reception server 10, executes screening processing for the application data, such as displaying a screening screen and having the application data screened by local government officials (S42b). The screening screen is displayed on the display device of the information processing device 31 of the local government that is accessing the screening system server 41, and the local government official checks the contents of the application data on the screening screen and screens the application by determining whether it meets the requirements (S15b).

The review system server 41 registers the application data in the core system server 45 (S43b). Here, the review system server 41 and the core system server 45 are linked via an API, and the application data is automatically registered in the core system server 45. The review system server 41 may be configured to register the application data in the core system server 45 via the application management server 43, or a local government employee may manually input the application data received from the review system server 41 into the core system server 45.

As described above, in the application system 5 according to this embodiment, the local government's information processing system 30 can receive application data from the application reception server 10 regardless of whether the application is a paper application or an electronic application, thereby enabling a single entry point for application data.

In other words, while the application reception server 10 is originally a system through which a local government accepts new electronic applications from residents, in the application system 5 according to this embodiment, the application reception server 10 is also used to import application data related to paper applications that the local government has accepted from residents using paper application documents into the local government, so that both application data related to paper applications and application data related to electronic applications can be obtained from the application reception server 10 and imported into the information processing system within the local government. As a result, even in an environment where applications using paper forms and electronic applications coexist, it is possible to unify and streamline administrative processing within the local government related to applications for administrative procedures.

Next, we will explain in more detail the processing performed by the data transmission server 20.

Figure 5 shows the data transition in the data transmission server 20, and Figure 6 shows the flow of processing performed by the data transmission server 20.

At government offices, paper application documents for multiple applications relating to the same administrative procedure are stored in a document tray, and these application documents for multiple applications are placed on the platen of the reading device 32 at the same time, and are read together by the reading device 32.

The read data 60 in Figure 5 is the read data generated in this way, with one file containing read data for application documents for multiple applications.

When the data transmission server 20 receives the read data as shown in FIG. 5 from the government office's information processing device 31 (FIG. 6, step 101), it performs a division process for each application on the read data 60, dividing the read data 60 into read data 61 for each application (61(1) to 61(6) in FIG. 5) (step S102).

For example, one method of splitting is as follows: Since the application documents for one application span multiple pages, a specified identification mark is printed only on the first paper form, and when that identification mark is detected in the scanned data, it is determined to be the end of the application and is split.

The data transmission server 20 performs application data processing, including optical character recognition processing such as AI-OCR, on each of the divided scanned data 61(1)-61(6) to generate paper application data 71 (71(1), 71(2), 71(3)... in FIG. 5) by converting the characters in the image into character data (step S103).

The data transmission server 20 displays the results of the character recognition (contents of the paper application data) on the display screen of the information processing device 31 of the local government that is accessing the data transmission server 20, and receives confirmation and correction of the results of the character recognition (contents of the paper application data) from the local government employee (step 104). The data transmission server 20 then links each piece of paper application data 71(1), 71(2), 71(3)... with identification information that indicates the type of administrative procedure related to the paper application, and transmits it to the application reception server 10 (step S105).

As shown in FIG. 7, the paper application document 80 includes a paper form 81 and one or more attached documents 82, and the read data 61 for each application unit is composed of read data 611 for the paper form 81 and read data 612 for each attached document 82. In the application data conversion process described above, the data transmission server 20 generates form data 711 by embedding the character data obtained by character recognition of the read data 611 for the paper form 81 in the corresponding field of a specified form corresponding to the administrative procedure of the application, and generates paper application data 71 including the form data 711, an attached file 712 corresponding to the read data 612 of the attached document, and read data 713 for the paper form (same as the read data 611 for the paper form).

The number of paper forms included in one application is determined according to the type of administrative procedure, so the application data conversion process identifies the number of paper forms based on the type of administrative procedure and recognizes the separation between the paper forms and attached documents in the read data. As explained in S12 of FIG. 2, the read data acquired by the data transmission server 20 from the information processing device 31 is linked to identification information indicating which administrative procedure (or which administrative procedure of which local government) the read data relates to.

As shown in FIG. 8, the electronic application data 91 generated when the application reception server 10 receives an electronic application includes form data 911 and an attached file 912. For the same type of administrative procedure, each data field in the form data 911 of the electronic application data 91 corresponds to each data field in the form data 711 of the paper application data 71.

As a result, the local government's information processing system 30 and review system server 41 can handle form data 911 of electronic application data 91 and form data 711 of paper application data 71 relating to the same administrative procedure application in the same way (for example, the form display screen and review screen can be shared), allowing for efficient management and administrative processing.

Next, an example of the operations performed by a government employee when transmitting read data to the data transmission server 20 will be described with reference to FIG. 9.

At the government office, a local government employee uses a browser on the LGWAN to open a portal site 100. This portal site 100 is provided by a data transmission server 20, and allows employees to transmit scanned data to the data transmission server 20, check and correct AI-OCR results, and so on.

The portal site 100 has a folder (storage area) 101 for each type of administrative procedure, and when a local government employee transmits scanned data 61 relating to a paper application for a specific administrative procedure to the data transmission server 20, the employee drags and drops the scanned data 61 into the folder 101 corresponding to that administrative procedure.

Each folder 101 is a so-called hot folder (a folder that automatically executes a pre-registered process when data is stored). For example, when scanned data 61(1) relating to a paper application for administrative procedure 1 is stored in hot folder 101(1) corresponding to administrative procedure 1, a process is automatically executed to link the scanned data 61(1) to identification information indicating administrative procedure 1 and transmit it to data transmission server 20.

This allows the data transmission server 20 to determine which administrative procedure the acquired read data corresponds to based on the identification information linked to that read data.

In the above example, the portal site and hot folder functions are provided by the data transmission server 20, but these functions may be provided by a server other than the data transmission server.

Figure 10 shows an example of a method for selecting identification information and a form corresponding to each administrative procedure in the application data conversion process of the data transmission server 20. As described above, the read data sent from the portal site 100 to the data transmission server 20 is linked to identification information corresponding to the administrative procedure to which the read data relates. Based on this identification information, the data transmission server 20 recognizes which administrative procedure the received read data relates to.

As shown in FIG. 10, the data transmission server 20 has registered in advance the type of administrative procedure, the form, and the identification information to be linked to the paper application data in association with each other. In the application data conversion process, the data transmission server 20 refers to the above registration, selects the form and identification information, creates form data according to the selected form, generates paper application data, and transmits this paper application data to the application reception server 10 in association with the identification information previously selected.

Here, for the same administrative procedure, the identification information linked to the read data received from the portal site 100 and the identification information linked to the paper application data by the data transmission server 20 when transmitting to the application reception server 10 may be the same or may be different identification information. If they are different, it is sufficient that information that shows the correspondence between the identification information linked to the read data and the identification information linked to the paper application data is registered in the data transmission server 20.

Figure 11 is a flow chart showing an overview of the processing performed by the screening system server 41. When the screening system server 41 receives an instruction to acquire application data specifying the type of administrative procedure to be acquired from the information processing device 31 of the local government (S201), it transmits a request to acquire application data including identification information corresponding to the specified type of administrative procedure to the application reception server 10 (S202), and acquires application data corresponding to the identification information from the application reception server 10 (S203).

In response to receiving the application data from the application reception server 10, the review system server 41 initializes the status of the application data (status indicating whether or not the application data has been reviewed) (step 204).

Next, the review system server 41 displays a review screen for reviewing the application data on the display device of the local government's information processing device 31 (step 205), and the application data is reviewed by local government officials via the review screen.

The review system server 41 displays the same or a corresponding review screen for the same administrative procedure, regardless of whether the application data to be reviewed is electronic or paper data. The review screen corresponding to the procedure is selected as follows. The review system server 41 internally stores a comparison table 110 as shown in FIG. 12, for example, and by referring to this comparison table using the value of the identification information, it recognizes the type of administrative procedure corresponding to that identification information and selects the review screen corresponding to that type of administrative procedure.

According to the comparison table 110 in FIG. 12, if the identification information is "003", it is a paper application for administrative procedure 1, and if the identification information is "005", it is an electronic application for administrative procedure 1. Therefore, the review system server 41 displays the review screen corresponding to administrative procedure 1 regardless of whether the identification information is "003" or "005".

Returning to FIG. 11, the explanation continues. The review system server 41 changes the status of the application data for which review has been completed to reviewed (step 206). Furthermore, the review system server 41 registers the application data in the local government's core system server 45 (step 206).

Figure 13 is a flow chart showing an example of the status initial setting process (step 204 in Figure 11) performed by the review system server 41. The review system server 41 determines whether the application data acquired from the application reception server 10 is paper application data or electronic application data (step 301). This determination is made, for example, by referring to comparison table 110 in Figure 12 using the identification information included in the acquisition request sent to the application reception server 10 in step 202 in Figure 11. That is, the review system server 41 recognizes the attributes of the application data corresponding to the identification information (type of administrative procedure and whether it is an electronic application or a paper application) by referring to comparison table 110 in Figure 12 using the identification information included in the acquisition request sent to the application reception server 10.

If the application data acquired from the application reception server 10 is paper application data (step S301; Yes), the status of the application data is initially set to "reviewed" (step S302). On the other hand, if the application data acquired from the application reception server 10 is electronic application data (step S301; No), the status of the application data is initially set to "awaiting review" (step S302).

This example corresponds to a situation where all paper application review is completed at a government office counter.

Figure 14 is a flow chart showing another example of the status initial setting process (step 204 in Figure 11) performed by the review system server 41. The review system server 41 determines whether the application data acquired from the application reception server 10 is paper application data or electronic application data (step 401). The method of determination may be the same as in Figure 13.

If the application data acquired from the application reception server 10 is paper application data (step S401; Yes), it is determined whether the administrative procedure related to the paper application data is a specified administrative procedure (step 402). As before, the review system server 41 refers to the comparison table 110 in FIG. 12 using the identification information included in the acquisition request sent to the application reception server 10, thereby recognizing which administrative procedure the application data acquired by the acquisition request relates to.

If the administrative procedure related to the paper application data obtained from the application reception server 10 is a specified administrative procedure (step 402; Y), the status of the application data is initially set to "reviewed" (step S403), and if it is not a specified administrative procedure (step 402; No), the status of the application data is initially set to "awaiting review" (step S404).

In addition, if the application data acquired from the application reception server 10 is electronic application data (step S401; No), the status of the application data is initially set to awaiting review (step S404).

Figure 15 is a list of application data acquired by the review system server 41, and the status of each application data is initially set by the process in Figure 14. Although all procedures have not yet been reviewed by local government officials in the review system server 41, the status of certain administrative procedures among paper applications has been set to reviewed. Specifically, for "Procedure 1," the status is initially set to awaiting review regardless of whether the application is electronic or paper (numbers 001 to 005 in the figure). On the other hand, for "Procedure 2," if the application is paper, the status is initially set to reviewed (numbers 008 to 010 in the figure). On the other hand, if the application is electronic, the status is initially set to awaiting review (numbers 006 to 007 in the figure).

This is because, depending on the type of administrative procedure, the review is completed when the paper application documents are received at the government office counter, and for such procedures, no review is required after acquisition by the review system server 41. In this way, application data whose status has been initially set to reviewed upon acquisition by the review system server 41 may be automatically registered in the local government's core system server 45 without undergoing review on the review screen.

Figure 16 is a flow chart showing another example of the status initial setting process (step 204 in Figure 11) performed by the review system server 41. The review system server 41 determines whether the application data acquired from the application reception server 10 is paper application data or electronic application data (step 501). The method of determination may be the same as in Figure 13.

If the application data acquired from the application reception server 10 is paper application data (step S501; Yes), a determination is made as to whether or not the application has been reviewed based on the determination information included in the paper application data. Here, the scanned data of the paper form is analyzed to determine whether or not a check mark indicating "reviewed" has been placed in a predetermined mark column on the paper form (step S502). Figure 17 shows an example of a paper form with a mark column 131 that contains judgment information. The mark column 131 is provided in the lower right corner of the paper form. Figure 18 shows an example of an examination screen 140 displayed by the examination system server 41. The examination screen 140 is displayed on the display device of the information processing device 31 by the examination system server 41 providing it to the information processing device 31 of the local government in response to access from the information processing device 31. The right half of the review screen 140 displays the items extracted from the paper form (extraction results) and the review criteria related to those items. The items extracted from the paper form are displayed in the extraction result display area 144 provided for each item.

The information extracted from the paper form includes the applicant's address, name, age, etc., as well as information appropriate to the type of administrative procedure being applied for. For example, when applying for nursing care insurance subsidies for the purchase of welfare equipment, information to be entered includes the name of the welfare equipment, the name of the seller, the purchase price, and the purchase date. Attachments include brochures and photos of the purchased welfare equipment, receipts, etc.

It is preferable that the screening criteria for the items extracted from the paper form are displayed alongside the items, but screening criteria that are not suitable for display alongside the items may be displayed in a separate location. For example, in the example of an application for welfare equipment purchase subsidy mentioned above, there is a screening check as to whether the extracted items, such as the purchase amount and purchase date, match the amount and date on the receipt attached as an attachment. In such a screening, it is necessary to refer to both the items on the paper form and the attached documents, so the screening criteria may be displayed in a separate location from the extracted items.

The information extracted from the paper form has already been registered in the form data 711 of the paper application data 71 generated by the application data conversion process (see Figures 5 to 7), so the review system server 41 can refer to it and display each information in the corresponding extraction result display field 144. If all review items are passed, the application is considered to have passed the review.

The review system server 41 may be provided for each local government, or may be provided in common for multiple local governments.

If the system handles multiple municipalities, the identification information is made to be information that can identify which municipality and which administrative procedure it relates to.
