Description

The present invention relates to a social insurance information processing device, a social insurance information processing method, and a social insurance information processing program.

In the staffing industry, there are many cases of temporary leave due to furlough, so if leave allowance is paid due to leave, the month in which the leave allowance was paid must be excluded from the calculations for the Monthly Change Notification (Getsuhen) and Calculation Base Notification (Calculation).

Calculations are made once a year, in June only. The system includes an employment contract conclusion means for concluding an employment contract between a non-subscriber of the public insurance and a provider of the public insurance administrative service to employ the non-subscriber as an employee of the provider, a consulting contract conclusion means for concluding a paid consulting contract between the non-subscriber of the public insurance and the provider of the public insurance administrative service for the provider to provide specified services to the non-subscriber, a standard remuneration amount determination means for paying the non-subscriber for labor provided pursuant to the employment contract and determining a standard remuneration amount that serves as the calculation basis for public insurance premiums based on the remuneration amount paid to the non-subscriber, and an information provision means for providing information on the standard remuneration amount determined by the standard remuneration amount determination means and specified information related to the non-subscriber to an administrative agency that serves as a contact point for public insurance procedures.

The system in Patent Document 1 outsources tasks such as monthly changes and calculations, which requires outsourcing costs.

The present invention was made in consideration of the above-mentioned problems, and aims to provide a social insurance information processing device, a social insurance information processing method, and a social insurance information processing program that can automatically obtain standard monthly remuneration and grade for monthly change notifications and calculation basis notifications.

To solve the above-mentioned problems and achieve the objectives, the social insurance information processing device of the present invention is a social insurance information processing device equipped with a control unit that can access employee attendance data including the employee's monthly leave hours, employee payment data including the employee's monthly fixed wage, monthly remuneration, leave allowance, and leave allowance deduction amount, employee social insurance data including the employee's monthly standard monthly remuneration and grade, and a social insurance premium master data including above standard remuneration, below standard remuneration, standard monthly remuneration, and grade. Embodiments of a social insurance information processing device, a social insurance information processing method, and a social insurance information processing program according to the present invention are described in detail below with reference to the accompanying drawings. Note that the present invention is not limited to these embodiments.

[1. Configuration]
An example of the configuration of a social insurance information processing device according to this embodiment will be described with reference to Fig. 1 etc. Fig. 1 is a diagram showing an example of the configuration of a social insurance information processing device 100 according to this embodiment.

The social insurance information processing device 100 is constructed based on a commercially available desktop personal computer. Note that the social insurance information processing device 100 is not limited to devices constructed based on stationary information processing devices such as desktop personal computers, but may also be devices constructed based on portable information processing devices such as commercially available notebook personal computers, PDAs (Personal Digital Assistants), smartphones, or tablet personal computers.

The social insurance information processing device 100 comprises a control unit 102, a communication interface unit 104, a memory unit 106, and an input/output interface unit 108. Each unit of the social insurance information processing device 100 is connected to each other so that they can communicate with each other via any communication path.

The communication interface unit 104 communicatively connects the social insurance information processing device 100 to the network 300 via a communication device such as a router and a wired or wireless communication line such as a dedicated line. The communication interface unit 104 has the function of communicating data with other devices via a communication line. Here, the network 300 has the function of connecting the social insurance information processing device 100 and the server device 200 so that they can communicate with each other, and is, for example, the Internet or a LAN (Local Area Network). Note that the data stored in the memory unit 106 may also be stored in the server device 200, for example.

An input device 400 and an output device 500 are connected to the input/output interface unit 108. The output device 500 may be a monitor (including a home television), a speaker, or a printer. The input device 400 may be a keyboard, a mouse, a microphone, or a monitor that functions as a pointing device in conjunction with a mouse. Note that, below, the output device 500 may be referred to as the monitor 500, and the input device 400 may be referred to as the keyboard 400 or the mouse 400.

The storage unit 106 stores various databases, tables, files, and the like. The storage unit 106 stores computer programs that work in conjunction with the OS (Operating System) to issue commands to the CPU (Central Processing Unit) to perform various processes. The storage unit 106 can be, for example, a memory device such as RAM (Random Access Memory) or ROM (Read Only Memory), a fixed disk device such as a hard disk, a flexible disk, or an optical disk.

The memory unit 106 stores, for example, employee attendance data 106a, employee payment data 106b, employee social insurance data 106c, social insurance premium amount master 106d, and employee social insurance processing data 106e.

Employee attendance data 106a is data that compiles employee absence hours. Employee attendance data 106a stores information including the target year and month, employee number, and absence hours, as shown in an example in Figure 3.

Employee payment data 106b is data related to wages paid to employees. Employee payment data 106b stores wage payment information, including the target year and month, employee number, fixed wage, monthly remuneration, paid leave allowance, and paid leave allowance deductions, as shown in an example in Figure 4.

Employee social insurance data 106c stores information for social insurance, such as the target year and month, employee number, standard monthly remuneration, and grade, as shown in an example in Figure 5.

The social insurance premium amount master 106d stores a table including standard remuneration or above, standard remuneration, monthly standard remuneration, and grade, as shown in an example in Figure 7.

Employee social insurance processing data 106e is data for submission of monthly changes and calculations. As shown in an example in Figure 9, employee social insurance processing data 106e stores information such as the employee number, whether or not there is an exclusion flag for each month that is subject to monthly changes and calculations, fixed wages and monthly remuneration, previous standard monthly remuneration and grade, revised standard monthly remuneration and grade in the case of monthly changes and calculations, and notification category.

The control unit 102 is a CPU or the like that provides overall control of the social insurance information processing device 100. The control unit 102 has internal memory for storing control programs such as an OS, programs that define various processing procedures, and required data, and executes various information processing operations based on these stored programs.

The control unit 102 conceptually includes, functionally, an exclusion flag setting unit 102a, a standard monthly remuneration calculation unit 102b, and an employee social insurance processing data creation unit 102c.

The exclusion flag setting unit 102a sets an exclusion flag for the month in which there is holiday time if there is no holiday time in the month following the target month and there is holiday time within the three-month period prior to the target month.

The standard monthly remuneration calculation unit 102b calculates the monthly remuneration that has changed due to absence from work during the three-month period preceding the target month while referencing the exclusion flag set by the exclusion flag setting unit 102a, determines the average monthly remuneration, and obtains the standard monthly remuneration and grade from the social insurance premium amount master 106d. The standard monthly remuneration calculation unit 102b also determines whether the monthly remuneration is subject to monthly variation, calculation, or exclusion based on the fluctuation in fixed wages between three months and two months prior to the target month, the presence or absence of an exclusion flag, and the processing month.

The employee social insurance data creation unit 102c creates employee social insurance processing data 106e, which includes the standard monthly remuneration amount and grade obtained by the standard monthly remuneration calculation unit 102b, as well as the notification category.

2. Processing
Here, a specific example of the processing executed by the social insurance information processing device 100 will be described with reference to FIGS.

Figure 2 is a diagram showing the flow of the social insurance information processing device 100 according to this embodiment. The social insurance information processing device 100 first performs the social insurance registration update process shown on the left side of Figure 2. In the social insurance registration update process, the exclusion flag setting unit 102a determines whether the number of days off in the month following the target month is 0 or greater than 0, and if it is greater than 0, and there are days off within the three-month period preceding the target month, sets an exclusion flag for the month in which there are days off.

Next, the social insurance calculation update process is performed on the right side of Figure 2. In the social insurance calculation update process, the standard monthly remuneration calculation unit 102b first determines whether there was a change in fixed wage between three months and two months prior to the target month. The following explains the processing performed by the social insurance information processing device 100, separately for cases where the standard monthly remuneration amount is obtained for a monthly change notification, where the standard monthly remuneration amount is obtained for a calculation basis notification, and where the amount is not subject to a monthly change notification or a calculation basis notification.

First, we will explain how to obtain the standard monthly remuneration amount for a monthly salary change notification. Figure 3 shows an example of employee attendance data, Figure 4 shows an example of employee payment data, Figure 5 shows an example of employee social insurance data, and Figure 6 shows an example of processing on the social insurance registration screen.

When the operator enters the employee number and target month on the social insurance registration screen MA-1 in Figure 6, the previous standard monthly remuneration amount and grade, the result of the exclusion flag setting by the exclusion flow setting unit 102a, and the result of the calculation of the fixed wage and monthly remuneration amount by the standard monthly remuneration calculation unit 102b are output.

In this case, the target month is month n of 2022, and the standard monthly remuneration is to be calculated based on the monthly change for month n of 2022. The exclusion flow setting unit 102a obtains the absence hours for the month following target month n (month n+1) from employee attendance data 106a-1 in Figure 3. In Figure 3, the absence hours for the month following target month n (month n+1) are 10 hours, so the exclusion flag setting unit 102a does not set the system for the exclusion flag (see Figure 6).

The standard monthly remuneration calculation unit 102b determines whether there has been a change in the fixed wage between three months and two months prior to the target month. If there is no leave, the fixed wage will be the fixed wage in the employee payment data 106b-1 in Figure 4, but if there is leave, it will be the fixed wage plus leave allowance and leave deduction allowance. In Figure 4, the fixed wage for month n-3 of 2022, three months prior to the target month, is 150,000 yen, and the fixed wage for month n-2 of 2022, two months prior to the target month, is 149,200 yen (150,000 yen + 1,200 yen - 2,000 yen), so there has been a change in the fixed wage.

Next, the standard monthly remuneration calculation unit 102b determines whether an exclusion flag has been set between two months prior to the target month. In this case, the number of hours of absence in the month following the target month n (month n+1) is 10 hours, and the exclusion flow setting unit 102a has not set an exclusion flag. Therefore, the standard monthly remuneration calculation unit 102b obtains the standard monthly remuneration and grade based on the monthly remuneration between two months prior to the target month.

The standard monthly remuneration calculation unit 102b calculates the monthly remuneration that has changed due to absence from work during the three-month period preceding the target month, and determines the average monthly remuneration. As with fixed wages, if there is no absence from work, the monthly remuneration will be the monthly remuneration in the employee payment data 106b-1 in Figure 4. However, if there is absence from work, the monthly remuneration will be the sum of the absence allowance and absence deduction allowance. The monthly remuneration from the target month of 2022n to 2022n-2 will be 119,200 yen (120,000 yen + 1,200 yen - 2,000 yen), and the average monthly remuneration will also be 119,200 yen. The standard monthly remuneration calculation unit 102b obtains the standard monthly remuneration and grade from the social insurance premium amount master 106d in Figure 7. In the social insurance premium amount master 106d, the monthly remuneration of 119,200 yen corresponds to the eighth highest category of 114,000 yen to 121,999 yen, resulting in a standard monthly remuneration of 1,118,000 yen and grade 8. Also, in the flow of Figure 2, this case corresponds to a case where there is a change in fixed wage three months and two months prior to the target month, and there are no months with an exclusion flag between two months prior to the target month, so the standard monthly remuneration is calculated for the monthly change notification.

Figure 8 shows an example of processing on the social insurance registration screen MA'-1. When input is completed on the social insurance registration screen MA-1 in Figure 6, the social insurance registration screen MA'-1 outputs the standard monthly remuneration amount and grade obtained by the standard monthly remuneration calculation unit 102b, and also outputs the notification classification as a monthly change.

Figure 9 is a diagram showing an example of employee social insurance processing data 106e-1. The employee social insurance data creation unit 102c creates employee social insurance processing data 106e-1, including the standard monthly remuneration amount and grade, as well as the notification category, output on the social insurance registration screen MA'-1.

Next, we will explain how to obtain the standard monthly remuneration amount for the calculation basis notification. Figure 10 shows an example of employee attendance data, Figure 11 shows an example of employee payment data, Figure 12 shows an example of employee social insurance data, and Figure 13 shows an example of processing on the social insurance registration screen.

The cases in which calculations are made are (1) when there is no change in fixed wages between three and two months prior to the target month, and the target month is June, and (2) when there is a change in fixed wages between three and two months prior to the target month, there is a month with an exclusion flag between two months prior to the target month, and the target month is June. We will use the latter case as an example.

When the operator enters the employee number and target month on the social insurance registration screen MA-2 in Figure 13, the previous standard monthly remuneration amount and grade, the result of the exclusion flag setting by the exclusion flow setting unit 102a, and the result of the calculation of the fixed wage and monthly remuneration amount by the standard monthly remuneration calculation unit 102b are output.

In this case, the target month is June in 2022, and the standard monthly remuneration is calculated as follows. The exclusion flow setting unit 102a obtains the absence hours for the month following the target month n (month n+1) from the employee attendance data 106a-2 in Figure 10. In Figure 10, the absence hours for the month following the target month n (month n+1) are 0 hours, so the exclusion flag setting unit 102a sets the exclusion flag. The exclusion flag is set when there is absence hours. In Figure 10, exclusion flags are set for months n-2 and n in 2022, which have absence hours (see Figure 13).

The standard monthly remuneration calculation unit 102b determines whether there has been a change in the fixed wage between three months and two months prior to the target month. If there is no leave, the fixed wage will be the fixed wage in the employee payment data 106b-2 in Figure 11, but if there is leave, it will be the fixed wage plus leave allowance and leave deduction allowance. In Figure 11, the fixed wage for month n-3 of 2022, three months prior to the target month, is 150,000 yen, and the fixed wage for month n-2 of 2022, two months prior to the target month, is 149,200 yen (150,000 yen + 1,200 yen - 2,000 yen), so there has been a change in the fixed wage.

Next, the standard monthly remuneration calculation unit 102b determines whether an exclusion flag has been set between two months prior and the target month. In this case, the exclusion flag has been set for month n-2 of 2022 and month n of 2022. Therefore, the standard monthly remuneration calculation unit 102b obtains the standard monthly remuneration and grade based on the monthly remuneration for month n-1 of 2022 only.

The standard monthly remuneration calculation unit 102b calculates the monthly remuneration that has changed due to absence from work during the three-month period preceding the target month, and determines the average monthly remuneration. As with fixed wages, if there is no absence from work, the monthly remuneration is the monthly remuneration in the employee payment data 106b in Figure 11. However, if there is absence from work, the monthly remuneration is the sum of the monthly remuneration and absence from work deduction allowance. The monthly remuneration for month n-1 of 2022, for which the exclusion flag is not set, is 120,000 yen, and the average monthly remuneration is also 120,000 yen. The standard monthly remuneration calculation unit 102b obtains the standard monthly remuneration and grade from the social insurance premium amount master 106d in Figure 7. In the social insurance premium amount master 106d, a monthly remuneration of 120,000 yen corresponds to the eighth from the top, between 114,000 yen and 121,999 yen, so the standard monthly remuneration is 1,118,000 yen and grade 8. Furthermore, in this case, in the flow of Figure 2, there is a change in fixed wages three months and two months prior to the target month, there is a month with an exclusion flag between two months prior to the target month, and the processing month is June, so the standard monthly remuneration will be calculated for the calculation basis notification.

Figure 14 shows an example of processing on the social insurance registration screen MA'-2. When input is completed on the social insurance registration screen MA-2 in Figure 13, the social insurance registration screen MA'-2 outputs the standard monthly remuneration amount and grade acquired by the standard monthly remuneration calculation unit 102b, as well as the notification category as a calculation.

Figure 15 is a diagram showing an example of employee social insurance processing data 106e-2. The employee social insurance data creation unit 102c creates employee social insurance processing data 106e-2, which includes the standard monthly remuneration amount and grade, as well as the notification category, output on the social insurance registration screen MA'-2.

Next, we will explain cases that are not subject to monthly changes and calculations. Figure 16 is a diagram showing an example of processing on the social insurance registration screen. Cases that are not subject to calculations include (1) when there is no change in fixed wages three months and two months prior to the target month, and the target month is a month other than June, and (2) when there is a change in fixed wages three months and two months prior to the target month, there is a month with an exclusion flag between two months prior to the target month, and the target month is a month other than June. We will explain the latter case as an example. Note that the following case uses the employee attendance data 106a-2 (Figure 10), employee payment data 106b-2 (Figure 11), and employee social insurance data 106c-2 (Figure 12) from the calculation cases described above, and explains a case where the target month n in 2022 is a month other than June.

When the operator enters the employee number and target month on the social insurance registration screen MA-3 in Figure 16, the previous standard monthly remuneration amount and grade, the result of the exclusion flag setting by the exclusion flow setting unit 102a, and the result of the calculation of the fixed wage and monthly remuneration amount by the standard monthly remuneration calculation unit 102b are output.

In this case, the target month is month n of 2022 (other than June), and is not subject to monthly changes or calculations. The exclusion flow setting unit 102a obtains the absence hours for the month following target month n (month n+1) from employee attendance data 106a-2 in Figure 10. In Figure 10, the absence hours for the month following target month n (month n+1) are 0 hours, so the exclusion flag setting unit 102a sets the exclusion flag. The exclusion flag is set when there is absence hours. In Figure 10, exclusion flags are set for months n-2 of 2022 and n of 2022, which have absence hours (see Figure 13).

The standard monthly remuneration calculation unit 102b determines whether there has been a change in the fixed wage between three months and two months prior to the target month. If there is no leave, the fixed wage will be the fixed wage in the employee payment data 106b-2 in Figure 11, but if there is leave, it will be the fixed wage plus leave allowance and leave deduction allowance.
