合、そのメツセージ送信要求に係る当該カウンタ
の値をチエツクし、これが所定値以上となつてい
るとき、その端末からのメツセージ入力を拒否す
ることにより、メツセージの送信を規制しうるご
とくせしめるようにしたものである。

うるごとくせしめることを特徴とするメツセージ
