上に設置したウインチを操作して地上から搬器ま
で救助員を引き上げて乗客救助を行なつている。
然し乍らこの方法では、滑車自体を曳索に固定で
きないので、地上から救助員が登はんしていく力
点としては不安定で安全性に欠ける問題点があつ
た。又、事故現場(搬器が停止する場所)は不定
であるので、救助員を引き上げるウインチの固定
作業に要する時間は、設置方法等が場所に応じて
種々変化する為、場合によつては長時間を要する
こともあつた。従つて救助を待つ乗客を長時間、
搬器内に放置する場合もあり、乗客の精神的苦痛
は大きく、出来るだけ早く地上へ救出しなければ
ならないという要請上、問題であつた。

めると掛脱具23はロツクプレート12の掛止孔
