び出された加入者からの応答がない場合、未完了
信号の送出を継続し、呼び出された全加入者から
の応答がある場合、または、上記未完了信号の聴
取にもとづく上記会議を招集する加入者からのキ
ヤンセル信号により未完了信号の送出を停止する
