A bubble generating plate made of a rubber-like elastic body with antifouling properties in which a reinforcing layer is embedded, a frame body for attaching this bubble generating plate to an object to be attached, and a mounting for detachably attaching the bubble generating plate to this frame body. The bubble generating plate forms a bead portion around which bead wires are embedded, the reinforcing layer is installed between opposing bead wires, and a plurality of bubbles are formed by penetrating the upper and lower surfaces. Bubble generating holes are arranged in an array, the frame body is configured by forming a recess into which a bead portion of the bubble generating plate is fitted, and an abutting portion of the mounting member on an inner edge thereof, the mounting member: A bubble generating device comprising: a mounting piece divided into a plurality of pieces that comes into contact with a bead portion of the bubble generating plate; and a bolt that fastens the mounting piece to the frame.
