感知相当)が定められており、この特低設定値以上の振
動を感知するとできるだけ早期に最寄階へ停止させるよ

になると、最寄階停止又は非常停止等の管制運転に入る
が、上記のように途中階で新たな乗客を乗せることによ
り、必要以上に多くの乗客に大きな不安感を抱かせる結
果となる。また、もし途中の乗場呼階に停止しなけれ
ば、最初に乗り込んだ乗客は地震動が大きくなり管制運
転に入る以前に行先階へ到達できたかも知れないが、途
中の乗場呼に応答したことによってその分だけ行先階へ
の到達が遅れ、その間に地震動が大きくなり管制運転に
入ってしまうと、最初に乗り込んだ乗客は結局行先階に
到達できないことになる。このように従来の地震管制運
転では、特低設定値以下の地震動に対しては通常運転を
継続させるため、上記のような不都合を招く結果となっ

内の乗客を優先して地震動が大きくなる前に、速やかに
