It is preferable that the total number of carbon atoms of the fluorine-based surfactant is 10 to 80 and that the relationship of carbon number of hydrocarbon group ≧ 2 × (carbon number of perfluorocarbon group) is satisfied. When the carbon number exceeds 30, the solubility and emulsification are poor, and when the total carbon number is less than 10, skin irritation is likely to occur. If the number of carbon atoms in the perfluorocarbon group exceeds 1/2 of the number of carbon atoms in the hydrocarbon group, a stable F / O type emulsion cannot be obtained, which is not preferable. Table 1 shows examples of these fluorine-based surfactants. One type or two or more types of fluorosurfactants are selected and used according to the dosage form of the cosmetic of the present invention.

After the fluorine-based emulsifier was dissolved in the oil component, a predetermined amount of perfluoroorganic compound was added to this solution and stirred, so that the oil component became a continuous phase (dispersion medium) and the perfluoroorganic compound became a dispersoid.
An F / O emulsion is produced. In this case, it is preferable to dissolve the fluorine-based emulsifier in the oil component or to heat the solution while adding the perfluoroorganic compound to the solution, and to heat the solution, for example, at a predetermined temperature of about 60 ° C to 80 ° C. Perform the operation. A homomixer is used for stirring.

In this case, it is preferable to heat the aqueous dispersion or F / O type emulsion of the water-soluble emulsifier,
For example, gently stir the aqueous solution of the water-soluble emulsifier heated to 60 to 80 ° C with a homomixer, etc., and add the F / O type emulsion preheated to 70 to 80 ° C for a certain period of time to perform emulsification with stirring, An F / O type emulsion in which a perfluoroorganic compound is dispersed and emulsified in an oil phase is used as a dispersoid, and this F / O type emulsion converts an aqueous phase into a dispersion medium (continuous phase).

For example, it is stored for one month at a severe condition temperature of 45 ° C. However, this emulsion was hardly broken, and there was almost no difference in the emulsion state between immediately after preparation and after storage for 1 month. This is because the surface tension of water is 72 dynes / cm, whereas that of oil is usually 20 to 40 dynes / cm and that of perfluoroorganic compounds is 10 dynes / cm.
As in the present invention, first an F / O type emulsion is prepared, and then F
