In 1984, the practice of visiting Hong Kong and Macao was extended to all other provinces in China. Permission for travel to Hong Kong and Macao at the time was a landmark event heralding the start of Chinese outbound market (China National Tourism Administration, 1998).
Almost at the same time border travel began in 1984 between Dandong in Liaoning province in China and Xinyizhou in North Korea. Both parties exchanged tour groups to have one-day friendship visits. The governments of both sides provided funding for this kind of visit. Soon afterwards an agreement was reached between the tourism administrations of the two countries that tourists themselves must pay for all travel expenses.
