Ok I think it's fixed, I'll leave my comment in case anyone else gets confused, but I just had to go sleep in my bed, the next morning a cutscene happened and Merigold gave me a new quest.

How do I get past the border? The only available quests to me are "The delights of civilization" and "Attendance time". For the second quest, I am unable to see the nurse for a third time, for the first quest I am at the "Prove that you are healthy" part. Whenever I try and get to the nurse it reads "That's not possible right now. Focus on other matters and progress through the story. Will you return to see the doctor later?" In short, I do not know how to progress either of these quests? Is there another mission I have not yet discovered that must be completed?
