What you downloaded is not a phone application, the phone application will be available to download as soon as possible

Sorry, the way that works is that image was in a layer that didn't get removed, it stays until updated. It gets removed if an event uses that layer and removes it so if it ever happens the best is to try interacting with something that shows images on screen.

In your run did you start the military path and then moved with Frankie? If its so, then it is an already reported bug.
