Makeup cosmetics such as eyebrow, and body cosmetics such as body powder and baby powder are commercially available. Thus, in cosmetics containing these cosmetic powders, there are problems with cosmetic performance such as elongation on the skin, smoothness, adhesion and makeup collapse. Therefore, conventionally, in order to improve the cosmetic performance, coating the surface of the cosmetic powder, especially in order to prevent makeup collapse due to sweat etc., the surface of the powder with a water-repellent treating agent. Processing has been done. However, regarding the oil repellent treatment of the powder surface for the purpose of preventing sebum collapse,
No overall good method including other cosmetic performances has been proposed. That is, conventionally, the following powders for cosmetics having water / oil repellency have been reported, but they have the following disadvantages.

In particular, a method is disclosed wherein the powder is treated with a diethanolamine salt of a fluoroalkyl phosphate ester having a content of di- (fluoroalkyl) phosphate ester and mono- (fluoroalkyl) phosphate ester of about 1: 1. . Powders for cosmetics treated by this method were not sufficiently satisfactory in terms of water and oil repellency and feeling in use.

That is, the present invention provides the following general formula (1) [In the formula, n represents an integer of 4 to 20, and 1 represents an integer of 0 to 3.] A water- and oil-repellent cosmetic powder obtained by treating a powder with a perfluoroalkyl epoxy compound represented by the following formula: And a cosmetic comprising the same. In the present invention, examples of the perfluoroalkyl epoxy compound represented by the general formula (1) include: And the like. The powder treated with the perfluoroalkyl epoxy compound in the present invention is not particularly limited as long as it is generally used as a cosmetic. For example, ultraviolet absorbing pigments such as titanium oxide and zinc oxide; Inorganic pigments such as iron oxide, black iron oxide, ultramarine, zinc white, magnesium oxide, zirconium oxide, mica, sericite, talc, silica, kaolin, chromium hydroxide, and carbon black; organic pigments such as nylon, polyethylene, and silk powder Is mentioned. The size and shape of the powder are not particularly limited, but are preferably flat or spherical with a diameter of 0.01 to 80 μm. In the present invention, the method of treating the powder with the perfluoroalkyl epoxy compound is not particularly limited, but generally, a powder and a solution in which the perfluoroalkyl epoxy compound is dissolved are mixed,
A method of filtering or distilling off the solvent is preferred. As the solvent, any solvent may be used as long as it dissolves the perfluoroalkyl epoxy compound.
Fluorocarbons such as ethanol, isopropyl ether, isopropyl alcohol, ethyl acetate and R113 are used. The processing amount of the perfluoroalkyl epoxy compound varies depending on the type thereof, but is usually 0.2 to
50% by weight (hereinafter simply referred to as%), particularly preferably 1 to 20%. If the treatment amount is too small, the water / oil repellency is not sufficient. If the treatment amount is too large, the water / oil repellency decreases, and further elongation on the skin cannot be expected, which is uneconomical. The mixing temperature is preferably from 20 to 150C, particularly preferably from 40 to 120C. The amount of the solvent is preferably 0.3 to 30 times, more preferably 0.5 to 10 times the weight of the powder. The mixing time varies depending on the processing amount and the type of powder, but is usually 1 to 15 hours, particularly 2 to 15 hours.
10 hours is preferred. The thus-prepared powder for cosmetics can be blended with cosmetics for which it is required according to a conventional method. Examples of such cosmetics include makeup cosmetics such as foundation, white powder, blusher, eyeshadow and eyebrow, and body cosmetics such as body powder and baby powder.
