本発明は,地方公共団体などの公団体組織における昇給昇格を管理するシステムに関する。

【従来の技術】
地方公共団体などの行政機関の職員の給料は,その者の職務級にもとづいて定められる。すなわち,給料額は,その者の職務の内容により,例えば図14に示す行政機関の職務内容を級別に定め1級から8級までのいずれかの職務の級に従って,例えば図15に示す行政職の給料表により定められた各職務の級の号給にもとづいて定められる。昇給の場合には,原則として同一級内において号が1つ上がる。また,昇格の場合には,職務の級が1つ上がり,原則として昇格前の給料月額の直近上位の月額に相当する号給となる。

昇給の条件に該当する職員は,例えば所定の在職期間の経過などの所定の規則にもとづいて自動的に昇給し,また,所定の規則または人事考課により昇給昇格する。複数の職員が異なる号給から同一の職務級の号給に昇給昇格した場合には,昇給前の号給の給料月額から昇格後の号給の給料月額への差額が相違することになるため,次の昇給までの期間を短縮して調整する。

具体的には,ある地方公共団体では,給料表は年1回更新される。昇給は各職員年度内1回に限り号が1つ上がるが,表彰や休職などの短縮または延伸理由により3ヶ月を単位で昇給時期が早まったり遅くなったりする。昇格は,同級に所定の年度数(例えば3年)在給するかまたは上司推薦により行われる。その際に昇格後の号給の給料月額が昇給前の号給のものと同一になる場合もあるため,昇格前の号給に応じて次の昇給時期が所定期間早まるようにする。

地方公共団体などの公団体組織の昇給昇格は,所定の規則等をもとに担当する職員が手作業で行い,その結果のみを給料計算システム等に入力するようにしていたため,入力ミスや判断ミスによる間違いが発生しやすかった。また,昇給昇格処理を年4回行うことから,担当者に過度の処理負担がかかるという問題があった。
