Patent Document 1 discloses a configuration in which, in order to shorten the time from when a construction contractor is selected to when construction begins, a provisional order for materials required for reinforcement and renovation work on a school building is placed based on the design before the construction process, such as during the design process, and the actual order is placed at the same time as or after the provisional order.

However, in the invention described in Patent Document 1, the provisional order process is decided by the designer, another person related to the designer 20, or the contractor, and there is a problem in that it is not possible to automatically decide whether to issue a purchase order or provisional purchase order.

The present invention has been made in consideration of the above problems, and aims to provide a purchase order issuance management device, a purchase order issuance management method, and a purchase order issuance management program that can automatically determine whether to issue a purchase order or a provisional purchase order by linking contract data, performance data, and work management data.

The embodiment of the present invention will be described in detail with reference to the drawings. Note that the present invention is not limited to this embodiment.

[1. Overview]
First, an overview of the present invention will be described.

In building maintenance work, building maintenance companies must comply with the Subcontract Act when placing orders with subcontractors to which they outsource work. Specifically, building maintenance companies cannot exchange official purchase orders when the order amount or work date has not been determined, and must issue provisional purchase orders. Furthermore, if a building maintenance company issues a provisional purchase order, it must issue a supplementary document after the order amount or work date has been determined.

Conventionally, in building maintenance work, building maintenance companies would want to quickly select subcontractors when unexpected work requests come in from customers, but in many cases they would want to place the order first in order to discuss work dates with the customer after the work request has been made. Also, conventionally, in building maintenance work such as hotel room cleaning, the order amount was often not decided until the last minute. Also, conventionally, while some general building maintenance systems have a function for issuing purchase orders after the amount or work dates have been decided, there were almost no systems that could determine whether to issue a tentative purchase order in the absence of input of the amount completed, or in conjunction with the planned work date management function.

In this embodiment, a mechanism is provided that automatically determines whether to issue a purchase order or provisional purchase order by linking three pieces of data: contract data, performance data, and work management data, and automatically determines whether outstanding matters at the time of issuing a provisional purchase order have been fulfilled when issuing a supplementary document. Note that while this embodiment uses building maintenance work as an example, it can be applied to all industries in which purchase orders and provisional purchase orders are issued to subcontractors.

2. Configuration
An example of the configuration of a purchase order issuance and management device 100 according to this embodiment will be described with reference to Fig. 1. Fig. 1 is a block diagram showing an example of the configuration of the purchase order issuance and management device 100 according to this embodiment.

As shown in FIG. 1, the purchase order issuance and management device 100 is a commercially available desktop personal computer. Note that the purchase order issuance and management device 100 is not limited to a stationary information processing device such as a desktop personal computer, but may be a portable information processing device such as a commercially available notebook personal computer, a PDA (Personal Digital Assistant), a smartphone, or a tablet personal computer.

The purchase order issuance and management device 100 includes a control unit 102, a communication interface unit 104, a memory unit 106, and an input/output interface unit 108. Each unit included in the purchase order issuance and management device 100 is connected to each other so as to be able to communicate with each other via any communication path.

The communication interface unit 104 communicatively connects the purchase order issuance and management device 100 to the network 300 via a communication device such as a router and a wired or wireless communication line such as a dedicated line. The communication interface unit 104 has a function of communicating data with other devices via the communication line. Here, the network 300 has a function of connecting the purchase order issuance and management device 100 and the server 200 so that they can communicate with each other, and is, for example, the Internet or a LAN (Local Area Network).

The storage unit 106 stores various databases, tables, files, and the like. The storage unit 106 records computer programs that work with the OS (Operating System) to give instructions to the CPU (Central Processing Unit) to perform various processes. The storage unit 106 can be, for example, a memory device such as a RAM (Random Access Memory) or a ROM (Read Only Memory), a fixed disk device such as a hard disk, a flexible disk, or an optical disk. The storage unit 106 includes a contract database 106a and a transaction database 106b.

The contract database 106a stores contract data. Here, the contract database 106a may store contract data regarding an order from a prime contractor to a subcontractor who is the client. The contract data may also include a contract period. The prime contractor may be a building maintenance company. The order may be for a building maintenance job. Here, the transaction data may include work schedule data that allows the setting of scheduled work dates by a supplier for a target period, debt data that allows the setting of order amounts for each supplier for a target period, provisional purchase order data for provisional purchase orders, progress data for pending matters, supplementary document data for supplementary documents for provisional purchase orders, target period contract data for each supplier, order data, purchase data, billing data, deposit data, accounting data, and/or inventory data, etc. Here, the work schedule data may include a work progress number, a branch contract number, a sales detail line number, a cost detail line number, a supplier identifier (e.g., a supplier code and/or a supplier name, etc.), a task content, a scheduled work date, and/or a work implementation date, etc. The debt data may also include the purchase order number, contract number, sales detail line number, cost detail line number, supplier identifier (e.g., supplier code and/or supplier name), business details, work month, order amount, purchase order number, tentative purchase order number, and/or pending items.

An input device 112 and an output device 114 are connected to the input/output interface unit 108. The output device 114 may be a monitor (including a touch panel), a speaker, or a printer. The input device 112 may be a keyboard, a mouse, a microphone, or a monitor that works with a mouse to provide a pointing device function. In the following, the output device 114 may be referred to as the monitor 114 or the printer 114, and the input device 112 may be referred to as the keyboard 112 or the mouse 112.

The control unit 102 is a CPU or the like that performs overall control of the purchase order issuance and management device 100. The control unit 102 has an internal memory for storing control programs such as an OS, programs that define various processing procedures, required data, etc., and executes various information processing based on these stored programs. In terms of functional concept, the control unit 102 includes a contract acquisition unit 102a, a work schedule creation unit 102b, a debt creation unit 102c, an outstanding matter determination unit 102d, a progress unit 102e, a purchase order issuance unit 102f, and a supplementary document issuance unit 102g.

The contract acquisition unit 102a acquires contract data. Here, the contract acquisition unit 102a may register the contract data in the contract database 106a.

The work schedule creation unit 102b creates work schedule data by the supplier for the target period. Here, the work schedule creation unit 102b may create work schedule data that allows the setting of scheduled work dates by the supplier for the target period based on the contract data. The target period may also be a target month within the contract period, or a target month, etc. The work schedule creation unit 102b may also extract target period contract data for each supplier from the contract data, and create work schedule data that allows the setting of scheduled work dates by the supplier for the target period based on the target period contract data. The work schedule creation unit 102b may also register the work schedule data in the transaction database 106b.

The debt creation unit 102c creates debt data for each supplier for the target period. 3. Specific Examples

Then, the debt creation unit 102c creates debt data that allows the order amount for each supplier for the current month to be set based on the contract data, and registers this in the transaction database 106b (step SA-3).

Then, the pending item determination unit 102d determines whether there are any pending items in the purchase order by determining whether the scheduled work date by the supplier for the current month is pending in the work schedule data stored in the transaction database 106b, and whether the order amount to the supplier for the current month is pending in the debt data stored in the transaction database 106b (step SA-4).

If the pending item determination unit 102d determines that there are pending items on the purchase order (step SA-4: Yes), it transitions the process to step SA-5.

Then, the purchase order issuing unit 102f issues provisional purchase order data for the provisional purchase order (step SA-5).

Then, when the user inputs progress data for the pending items of the scheduled work date and/or order amount via the input device 112, the progress unit 102e updates the scheduled work data and/or debt data based on the progress data (step SA-6) and transitions the process to step SA-4.

On the other hand, if the pending item determination unit 102d determines that there are no pending items on the purchase order (step SA-4: No), it transitions the process to step SA-7.

Then, the purchase order issuing unit 102f determines whether a tentative purchase order has been issued (step SA-7).

If the purchase order issuing unit 102f determines that a tentative purchase order has not been issued (step SA-7: No), it transitions the process to step SA-8.

Then, the purchase order issuing unit 102f issues the purchase order data for the purchase order (step SA-8) and ends the process.

On the other hand, if the purchase order issuing unit 102f determines that a tentative purchase order has been issued (step SA-7: Yes), it transitions the process to step SA-9.

Then, the supplementary document issuing unit 102g issues supplementary document data for the supplementary document for the provisional purchase order (step SA-9) and ends the process.

Here, an example of the purchase order issuance management process in this embodiment will be described with reference to Figures 3 to 10. Figures 3 to 10 are flow diagrams showing an example of the purchase order issuance management process in this embodiment.

In this embodiment, as shown in Figures 3 and 4, when a user inputs contract data including contract basic data, contract sales detail data, contract sales detailed data, contract cost detail data, and contract cost detailed data for the contract period from 2020/04/01 to 2021/03/31, the contract data is registered.

In this embodiment, as shown in FIG. 5, contract cost detail data for June and contract cost detailed data for June are extracted based on the contract cost detail data and contract cost detailed data as schedule progress input, and work plan data for June is created as shown in FIG. 6.

In this embodiment, the debt data (order data) for June is created in the debt data creation process, as shown in Figure 7.

In this embodiment, as shown in FIG. 8, if there are no outstanding items, a purchase order is automatically issued, and if there are outstanding items, a tentative purchase order is automatically issued.

In this embodiment, as shown in FIG. 9, a planned work date is decided after a provisional purchase order is issued, and when a planned work date is set in the work plan data by inputting schedule progress, supplementary documents are issued for the amount of outstanding items, as shown in FIG. 10. Here, in this embodiment, as shown in FIG. 10, if an outstanding item has not been resolved, the user cannot check the corresponding check box even if they wish to have a supplementary document issued.

4. Other embodiments
The present invention may be embodied in various different embodiments other than those described above within the scope of the technical concept set forth in the claims.

For example, among the processes described in the embodiments, all or part of the processes described as being performed automatically can be performed manually, or all or part of the processes described as being performed manually can be performed automatically using a known method.
