細線を接触させながら繰出し、弾性紐の撓みにより細線
に張力を付与するとともに、前記弾性紐の少なくとも一
つを導電性とし、この導電性弾性紐と繰出される細線と
の間に直流定電圧を印加し、その細線と導電性弾性紐の
接触離脱により電気パルスを発生させ、この発生の有無
