Japan was struck very hard and pushed to the brink by the financial crisis, which started in 1997, and the jusen problem, which started two years earlier than that. Based on this bitter experience, Japan has established the world's most advanced legal framework regarding the failure of banks and the rehabilitation of failed banks, I believe. In light of that, we will continue to engage in international cooperation at the forthcoming meeting of the G20 Finance Ministers and Central Bank Governors with a view to preventing the recurrence of a financial crisis and strengthening the financial system. Without sound financial institutions, sustainable corporate management would be impossible and a liberal society would be unable to function. The participants had active discussions and shared the views as follows. Customs authorities as a public service at the border have a mission of ensuring security and safety of the society, collection of due duties and taxes, and facilitating legitimate trade, in cooperation with Customs Brokers. The development of the AEO programs, which are consistent with the WCO SAFE framework, is significant to achieve trade security and facilitation in Asian region. A measure should be explored with an aim for networking the trade related EDI system of each county, taking into account the progress toward Single Window Systems of each country. Customs Brokers function as “Agents” for client importers/exporters as well as “Liaisons” for Customs authorities. Thus, they play a key role in promoting AEO programs and IT utilization to realize international trade security and facilitation. Third, we will follow the lessons learned in the current global financial crisis. The first lesson is that we should quickly and accurately identify risks involved in the entire financial system. At the same time, we intend to strengthen cooperation with the Bank of Japan and overseas authorities. As for the second lesson, in addition to having experiences of dealing with a crisis, we are ahead of the United States and European countries in the development of institutional frameworks, including various safety net schemes and a supervisory framework that places various financial services under central supervision as a way to deal with systemic risks. I have jurisdiction over private financial institutions, so the FSA has put into force the Act on Special Measures for Strengthening Financial Functions, which contains provisions for disaster-related special measures, so as to ensure that finance firmly supports recovery efforts. Unusually for a financial act, this act provides a framework under which Deposit Insurance Corporation takes over non-performing loans that are held by Shinkin banks and credit cooperatives after the passage of a certain period of time. Therefore, this act naturally calls on the managers of financial institutions to build up capital based on their own judgment. We enacted the Act on Special Measures for Strengthening Financial Functions, which contains provisions for disaster-related special measures, with the support of all political parties and groups, and also drew up the Guidelines of Workout for Restructuring Debt Owed by Individual Debtors. In addition, prefectural industrial reconstruction organizations and Rehabilitation Support Organization for Companies Damaged by the Great East Japan Earthquake were established in order to resolve the double loan problem, which has become a major issue in the Diet. Many members of the latter organization's secretariat come from the FSA. In that sense, I believe that the FSA is making every possible effort toward restoration and recovery. 3. We reaffirm our commitment to coordinated policy action by all G20 members to achieve strong, sustainable and balanced growth. Our main priority actions include implementing medium term fiscal consolidation plans differentiated according to national circumstances in line with our Toronto commitment, pursuing appropriate monetary policy, enhancing exchange rate flexibility to better reflect underlying economic fundamentals and structural reforms, to sustain global demand, increase potential growth, foster job creation and contribute to global rebalancing. We discussed progress made since the Seoul Summit and stressed the need to reduce excessive imbalances and maintain current account imbalances at sustainable levels by strengthening multilateral cooperation. We agreed on a set of indicators that will allow us to focus, through an integrated two-step process, on those persistently large imbalances which require policy actions. To complete the work required for the first step, our aim is to agree, by our next meeting in April, on indicative guidelines against which each of these indicators will be assessed, recognizing the need to take into account national or regional circumstances, including large commodity producers. While not targets, these indicative guidelines will be used to assess the following indicators: (i) public debt and fiscal deficits; and private savings rate and private debt (ii) and the external imbalance composed of the trade balance and net investment income flows and transfers, taking due consideration of exchange rate, fiscal, monetary and other policies. We also adopted a timetable for developing the 2011 action plan that will implement our Framework for Strong, Sustainable and Balanced Growth and monitor the commitments already made. As agreed in Seoul, we call on the IMF to provide an assessment as part of the Mutual Assessment Process on progress towards external sustainability and consistency of policies at our October meeting.
