How to Recruit Oni-yuri

How to Recruit Oni-Yuri
Complete Sweet Lies and Sweet Revenge

Oni-yuri can be recruited once Act 2 starts and Yasuke becomes a playable character. However, Oni-yuri's recruitment quests are located in the Wakasa region where enemy levels tend to be in the late twenties.
You may want to be appropriately leveled before starting Oni-yuri's questline. Once you are ready, head to Sotomo Gate at the northwesternmost part of the map. Oni-yuri can be found north of Tsuruga Castle, near the Tsuruga Sea Port.
Talking to her will start the Sweet Lies quest. Complete that to start her next quest, Sweet Revenge. At the end of Sweet Revenge, you can ask Oni-yuri to join your team.
Oni-Yuri Abilities

Oni-yuri specializes in inflicting status effects to enemies. Her abilities are more useful when dealing with enemies one-on-one or when fighting small groups.
Her Veteran rank ability, Poison the Rations, appear to only be useful when infiltrating castles. If you have trouble with enemy reinforcements at castles, you may want to rank up Oni-yuri at a level 3 Dojo.
