In order to fulfill its commitment under the Kyoto Protocol to reduce greenhouse gas emissions by 6% and to achieve further and continuous reduction in the long term, the Japanese government developed the Kyoto Protocol Target Achievement Plan based on the Global Warming Countermeasure Promotion Law in April 2005 and executed initiatives.
