それを実は思って帰ってきたわけでございますが、それが円高ということでございまして、そういった不況でもございますし、また今さっき申しましたように、日本の企業のうち99.7％が中小企業でございまして、4,000万人以上の人が実は中小企業で働いておられるわけでございますから、そういった意味で、中小企業金融円滑化法案というのは、本当に私は時宜にかなった、これは、年末と年度末・決算期（を）2回（含む）ということで、時限立法で3月いっぱいで、そこまでに景気がよくなればということで2年間の時限立法にさせていただけたという話は聞いておりますけれども、なかなか残念ながら、今景気がこういう状態ですから、しっかりそのことを視野に入れつつ、やはり中小企業は経済の太宗を占めると、なかなか大企業であれば、すぐ海外に工場を移したり等々、いろいろできるわけでございますけれども、中小企業はなかなか海外に移転する中小企業もあるのでございますけれども、なかなかそうはいかないところもございますから、そういったことを勘案しながら、しっかり前向きに、この決断をせねばならない時期が、延長せねばならない時期がだんだんだんだん迫りつつあるのかなというふうにも思っております。 - 金融庁
