As for the themes that must be tackled continuously, although it is important to pursue the traditional micro-prudential policy, which seeks to stabilize the financial system by checking the soundness of individual financial institutions, there is a growing recognition that this policy alone is not necessarily sufficient in light of the lessons of the current global financial crisis, as Commissioner Mikuniya mentioned earlier. The FSA has been strongly aware of the growing importance of the so-called macro-prudential policy, which looks at the entire market, monitors the market to check whether there are any common risk factors, uses the results of the monitoring for specific supervisory activities, takes into consideration how such factors affect the behavior of individual financial institutions and how their behavior and market developments are related to each other and, from a broader perspective, pays attention to how the real economy and the financial sector are related to each other. 継続的なテーマとしては、これも先ほど三國谷長官からございましたけれども、今回のグローバルな金融危機の教訓を踏まえますと、個別の金融機関の健全性をチェックすることによって金融システムの安定を図るという伝統的なミクロ・プルーデンシャルポリシー、これも重要ですけれども、これだけでは必ずしも十分ではないという意識が広がっております。マーケット全体を見ていく、その中に共通のリスク要因がないかどうかをモニターしていく、それを個別の監督に活かしていく、また、そういった要因が、個別金融機関の行動、ビヘイビア（行動パターン）にどういった影響を与えるかといったあたり、それらのビヘイビアとマーケットの動向との間の相互依存関係にも注意を払う、さらに広げれば、実体経済と金融セクターとの相互依存関係といった点にも目を配っていくといった、いわゆるマクロ・プルーデンシャルポリシーの重要性が高まっているという点も、これまで金融庁として強い意識を持ってきたところでございまして、一つの例としては、継続的な課題の典型例として、このマクロ・プルーデンシャルの手法に則った金融行政の手法の進化ということは、おそらく典型的な例として挙げられるのではないかと思っています。 - 金融庁
