With Toyota suffering a 40 percent drop in car sales two years ago – my home prefecture, Fukuoka, Kyushu, produces more than one million cars and is the second largest car-producing prefecture after Aichi – one after another of the car makers, including Toyota and Nissan, fired temporary workers. It was under those circumstances that we launched this Act, but, at the same time, it is also true that in the context of a capitalist society and a free society, there is a concern that the Act might result in financial discipline deteriorating in the form of moral hazard on the part of borrowers. We will properly look into the possibility of the postponement of its expiration considering the role fulfilled by the SME Financing Facilitation Act in the recession, especially the recession amid the strong yen, as financing is indispensable for sound and sustainable companies. As I have stated some time ago, I have been told by proprietors of SMEs in my hometown of Kitakyushu that they were glad that the Act was established. I have heard on various occasions that proprietors of SMEs, who used to be in a weak position as borrowers relative to banks, can now say things to banks on an equal footing as a result of the establishment of the Act. In response to our request that branches be kept open on holidays, nearly 90% of the branches were open last Sunday. Also, financial institutions have paid out deposits even in cases where depositors have lost their certificates of deposit and passbooks if identification can be made in some way or other. I am also aware that they have taken other measures that take account of the convenience of disaster victims, such as flexibly responding to customers' requests for consultation about new and existing loans.
